On October 13, 2016, director of Wuhan Bureau of Commerce Mr. Liu Danping, director of the First Merchants Bureau Mr. Yu Zhong, Secretary General of Wuhan Association of Foreign Investment Enterprises Association Mr. Chen Shengqiang, director of Wuhan Association of Foreign Investment Enterprises Association Office Mr. Zhang Hanming and YRIC Executive President Mr. Liu Meng had a communication and reached a preliminary consensus on attracting investment and co-creating Wuhan International Chamber of Commerce Club.

Mr. Liu Danping spoke highly of the development pattern of YRIC for its contribution to the opening and publicity of Wuhan. He hoped Wuhan could take advantage of global resources to attract investment and more projects to Wuhan and he invited YRIC to run the International Chamber of Commerce Club as a platform for the introduction of foreign capital to reproduce the "big Wuhan" glory. Mr. Liu Meng said that it’s YRIC’s bounden duty to serve Wuhan and Hubei in that YRIC originated from Wuhan and the first YRIC was established in Hubei and YRIC would prepare a good plan for the International Chamber of Commerce Club and make it a new name card for Wuhan opening up and a new platform of attracting investment.

Thereafter, the two sides had further exchanges on the layout of the International Chamber of Commerce Club. In order to implement the national economic development strategy of “ One Belt and One Road ", the International Chamber of Commerce Club with the idea of innovation, tolerance, linkage, sharing was proposed by the Wuhan Municipal Party Committee as an open, international, non-profit social service organization to promote the opening, international business cooperation, attract investmenta and share the achievements of reform and innovation and provide all-round, multi-functional supporting services for the construction of Wuhan as an innovative city and the National Center city.
